Description Depending on national legislations and established in the territory of a sovereign entity, consulates acted as miniature States, governing a territory whose seat can be compared to a capital, directly administering a community, or participating in economic, political and cultural activities of their area of expertise. The aim of this paper is to consider the consular institution as a French administrative link abroad and to understand how the French State was integrating it, step by step, into its own logic of internal construction. While the process of modernization was concerning any kind of public administration into the French borders, consulates, even if they were integrating into this impetus, had to take in account their local reality, the space within they acted. A focus on the French consulate in Salonica in the nineteenth century will enable us to put into perspective and application these declarations of intent by the French central government in an Ottoman space which itself underwent many changes. By a local approach of a global phenomenon, this paper is presented as a »history of the administrative reality«.
