Description Abstract : The Performance of Licensing Service Unity Agency on The Public Service (The Study on The Licensing Services Unity Agency in Malang City). The performance of government services was still considered less of satisfactory. This happened because there are many government apparatus who are less competent in carrying out their duties and functions. One of government unit which are associated with the service is Licensing Service Unity Agency. The purpose of this research is descripted and analyze the performance of Licensing Service Unity Agency on the public services at Malang City, and the factors that affected it. Then, the research method is used a qualitative research with descriptive analysis. The results of this research is the performance of Licensing Service Unity Agency on the public service with the four aspects of organizational performance namely the organization structure, leadership, culture, policy or system  that have been described on the research focus overall the performance of Licensing Service Unity Agency is not good. There are several elements indicate that the performance of Licensing Service Unity Agency on the public services has not reach ideal category. So the suggestion from these results is the performance of Licensing Service Unity Agency must be observed again within provide the best service to the public. Keywords: Performance, Licensing Service Unity Agency on The Public Service in Malang City Abstrak : Kinerja Badan Pelayanan Perijinan Terpadu dalam Penyelenggaraan Pelayanan Publik  (Studi Pada Badan Pelayanan Perijinan Terpadu Kota Malang). Kinerja pelayanan instansi pemerintah sampai saat ini masih dinilai kurang memuaskan. Hal ini terjadi karena banyak aparatur pemerintah yang kurang kompeten dalam melaksanakan tugas dan fungsinya. Satu unit pemerintah yang banyak berhubungan dengan pelayanan adalah Badan Pelayanan Perijinan Terpadu. Penelitian ini bertujuan mendeskripsikan dan menganalisa kinerja Badan Pelayanan Perijinan Terpadu dalam penyelenggaraan pelayanan publik di Kota Malang, serta faktor yang mempengaruhinya. Kemudian, metode penelitian yang digunakan adalah penelitian kualitatif dengan analisis deskriptif. Hasil penelitian ini adalah kinerja BP2T dalam penyelenggaraan pelayanan publik di Kota Malang pada empat aspek kinerja organisasi yaitu struktur organisasi, kepemimpinan, budaya, kebijakan/ sistem yang telah dijelaskan pada fokus penelitian secara keseluruhan menjelaskan  bahwa kinerja Badan Pelayanan Perijinan Terpadu yaitu kurang baik. Ada beberapa unsur yang menunjukkan bahwa kinerja Badan Pelayanan Perijinan Terpadu dalam penyelenggaraan pelayanan publik belum mencapai kategori ideal. Maka saran dari penelitian ini, kinerja BP2T harus diperhatikan lagi dalam memberikan pelayanan terbaik pada masyarakat.   Kata Kunci : Kinerja, Badan Pelayanan Perijinan Terpadu Kota Malang
