Description People with disabilities are a high-risk group who tend not to be "visible" during a disaster. Moreover, being involved in emergency preparedness and response efforts. This is due to their limitations in accessing the physical environment, information and communication, knowledge, and limited skills and abilities. They tend to be perceived as a burden and are often ignored by the system. Based on these problems, disability mainstreaming in inclusive disaster management must be realized so that the entire system can be balanced and can work well. Especially now that the global world is facing the COVID-19 pandemic which demands the readiness of all levels of society, especially people with disabilities, to mitigate and anticipate the risk of pandemic disasters according to their respective roles. The aim of this research is to enrich the discourse of inclusion of disabilities in disaster risk management, which is still very limited, so that it can be used as a basis in formulating a model for empowering persons with disabilities in an inclusive disaster management system. This research uses descriptive qualitative method. Primary data in this study were events related to the integration of the AGIL function in the Difagana group which were collected through observation, interviews and focus group discussions, both face-to-face and via online (whatsapp and zoom). Meanwhile, secondary data is based on literature related to disabilities and disasters. The results showed connectivity between the adaptation function, goal attainment, integration, and system maintenance (AGIL) in the Difagana group in situations of natural disasters and non-natural disasters.
Kaum difabel merupakan kelompok beresiko tinggi yang cenderung tidak “terlihat” selama terjadi bencana. Apalagi diikutsertakan dalam usaha-usaha kesiapsiagaan dan tanggap darurat. Hal ini dikarenakan keterbatasan mereka dalam mengakses lingkungan fisik, informasi dan komunikasi, pengetahuan, serta keterbatasan keterampilan maupun kemampuan. Mereka cenderung dianggap menjadi beban dan seringkali diabaikan oleh sistem. Berdasarkan permasalahan tersebut maka mainstreaming disabilitas dalam manajemen bencana inklusif harus terwujud agar keseluruhan sistem bisa seimbang dan dapat bekerja dengan baik. Terlebih saat ini dunia global sedang menghadapi bencana Pandemi COVID-19 yang menuntut kesiapan seluruh lapisan masyarakat, khususnya penyandang disabilitas untuk melakukan upaya mitigasi dan antisipasi risiko bencana pandemi sesuai dengan perannya masing-masing. Tujuan dari penelitian ini adalah untuk memperkaya diskursus inklusi disabilitas dalam manajemen risiko bencana yang masih sangat terbatas, sehingga dapat dimanfaatkan sebagai basis dalam merumuskan model pemberdayaan penyandang disabilitas dalam sistem manajemen bencana yang inklusif. Penelitian ini menggunakan metode kualitatif deskriptif. Data primer dalam penelitian ini berupa peristiwa terkait dengan pengintegrasian fungsi AGIL dalam kelompok Difagana yang dikumpulkan melalui observasi, wawancara dan diskusi kelompok terarah (focus group discussion), baik secara tatap muka maupun via daring (whatsapp dan zoom). Sedangkan data sekunder berasar dari literature terkait disabilitas dan bencana. Hasil penelitian memperlihatkan adanya konektivitas antara fungsi adaptasi (Adaptation), pencapaian tujuan (Goal attainment), integrasi (Integration), dan pemeliharaan sistem (Latency) (AGIL) di kelompok Difagana dalam situasi bencana alam, maupun bencana non alam.
