Description Protection of workers in occupational safety must have proper care for all workers include the daily workers in carrying out their daily work. This matter is set forth on Minister Regulation Number 1 of 2016. The main issue of this research is: How is the implementation of Minister of Manpower Regulation No. 1 of 2016 on hotel daily workers in Badung Regency? What factors hinder in the fulfillment of the obligations for the provision of social security of  hotel daily workers in Badung Regency? This study uses an empirical legal research method. The result is shown that the behavior of most business actors is not implemented the Minister of Manpower Regulation No. 1 of 2016 in five star hotels at Badung Regency, the less effective implementation of the Regulation.The factors hinder in the fulfillment of the obligations are low inforcement facilities, environmenal and cultural factor.  It is due to an online system that not support of registration for daily labor, lack of socialization and supervision from the Institution of Social Security employment.
