Description Abstrak
Penelitian ini bertujuan untuk membangun aplikasi Computer Based Test (CBT) pada Ujian Toefl yang valid dan efektif. Penelitian ini dilatar belakangi oleh proses ujian yang kurang maksimal karena masih menggunakan lembaran kertas dan menunggu hasil pemeriksaan yang lama. Ujian yang selama ini diterapkan belum efektif dan efisien dan belum valid. Aplikasi Computer Based Test (CBT) di kembangkan dengan menggunakan aplikasi Adobe Flash Professional CS6, Adobe Dreamweaver CS 6  dan Xampp sebagai software server ke database MySql. Penelitian ini menggunakan metode  pengembangan sistem metode Multimedia Development Life Cycle versi Luther-Sutopo, karena metode ini lebih lengkap dan mengikuti tahapan pengembangan peroduk penelitian yang baik. Berdasarkan hasil expert review yang dilakukan menunjukkan nilai rata-rata yang dicapai 4,7 dengan kategori sangat valid. Kemudian berdasarkan hasil one-to-one testing  didapat rata-rata sebesar 22,8% dengan kategori Sangat efektif dan hasil small group testing didapat rata-rata sebesar 22,7% dengan kategori sangat efektif. Hal ini menunjukkan bahwa selain sangat valid, pelaksanaan aplikasi Computer Based Test (CBT) juga sangat efektif untuk digunakan pada Carrier and Traning Centre (CTC) English di STT Pagar Alam.

Abstract
This study aims to build a Computer Based Test (CBT) application on a valid and effective Toefl Exam. This research is motivated by a less than optimal examination process because it still uses sheets of paper and waits for the results of a long examination. The tests that have been implemented so far have not been effective and efficient and have not been valid. The Computer Based Test (CBT) application was developed using the Adobe Flash Professional CS6, Adobe Dreamweaver CS 6 and Xampp applications as server software to the MySql database. This study uses a method of developing the Luther-Sutopo Multimedia Development Life Cycle method, because this method is more complete and follows the stages of developing a good research method. Based on the results of the expert review conducted, the average value achieved was 4.7 with a very valid category. Then based on the results of one-to-one testing obtained an average of 22.8% with the category Very effective and the results of the small group testing obtained an average of 22.7%  in the very effective category. This shows that in addition to being very valid, the implementation of a Computer Based Test (CBT) application is also very effective to be used in the Carrier and Traning Center (CTC) English in STT Pagar Alam. Keywords: Application, Computer Based Test (CBT), Toefl
