Description This research will take place at the Secretariat of Gorontalo Provincial Council on the basis of the author's consideration in terms of time and budget. The implementation of research activities conducted for two months, from June to August 2016. The purpose of this study was to determine how the implementation of performance appraisal of civil servants within the Secretariat Council of Gorontalo Province. This research uses qualitative research type with descriptive approach. The result of the research shows the implementation of Civil Servant Performance appraisal in the Secretariat of the Provincial Board of Gorontalo conducted to know the performance of each employee, decision making in the field of personnel and for the evaluation of the success or failure of an activity based on the leadership decree. In addition it is useful, both for the agency, the assessor, and the assessed employees. In addition to identifying opportunities for rotation or change of duties of employees and Factors that impede the implementation of performance appraisal of civil servants in the Secretariat Council of Gorontalo Provincial Council, External and Internal Factors.

Penelitian ini akan mengambil lokasi di Sekretariat Dewan Provinsi Gorontalo dengan dasar pertimbangan penulis dari segi waktu dan anggaran. Adapun pelaksanaan kegiatan penelitian dilakukan selama dua bulan, dari bulan Juni sampai Agustus 2016. Tujuan dalam penelitian ini adalah untuk mengetahui bagaimana pelaksanaan penilaian kinerja pegawai negeri sipil di lingkungan Sekretariat Dewan Provinsi Gorontalo. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan Pelaksanaan penilaian kinerja Pegawai Negeri Sipil di lingkungan Sekretariat Dewan Provinsi Gorontalo dilakukan untuk mengetahui prestasi kerja masing-masing pegawai, pengambilan keputusan pada bidang kepegawaian dan untuk evaluasi berhasil tidaknya suatu kegiatan yang berdasarkan SK pimpinan. Di samping itu bermanfaat, baik bagi instansi, pihak penilai, maupun pegawai yang dinilai. Selain itu untuk mengidentifikasi kesempatan untuk rotasi atau perubahan tugas pegawai dam Faktor-faktor yang menghambat pelaksanaan penilaian kinerja PNS di Lingkungan Sekretariat Dewan Provinsi Gorontalo, Faktor Eksternal dan Internal.
