Description The development of information technology has influenced the use of various types of media, as a tool in the learning process. So the teachers are expected to use the tools or equipment effectively and efficiently in classroom learning. This paper discusses how to choose and design ICT-based learning media in Islamic religious education (PAI), because the selection and design of ICT media is very important for teachers to achieve the goal of teaching effectively and efficiently. In the selection of media, need to pay attention to other things: basic competencies and indicators to be achieved in a learning or training activities. learning materials (instructional content), media familiarity and characteristics of students / teachers, and the existence of a number of media that can be compared because the selection of media is basically the basis of decision-making from a number of existing media or to be developed. In designing media, it should be through three main stages: Define, Develop and Evaluation. While the criteria of good instructional media ideally includes 4 main things, namely: suitability or relevance, ease, attractiveness, and expediency. This student's gauge of success needs to be carefully designed and should be developed before the script of the media program is written or before the teaching and learning activities are carried out. This tool can be a test, assignment or a list of behavior checks.
