The publication is devoted to the consideration of the latest changes made to the 2021 edition of the SAFE Framework of Standards to Secure and Facilitate Global Trade. The article shows the impact of the SAFE Framework on economic growth, the collection of customs revenues, and attraction of foreign direct investment. SAFE Framework occupy a leading position in the structure of legal instruments of the WCO. They are used on the territory of 95% of WCO members. However, the effectiveness of the application of the Framework standards is reduced due to the lack of demand for the Johannesburg Convention.
Публикация посвящена рассмотрению новейших изменений, внесенных в редакцию 2021г. Рамочных стандартов безопасности и упрощения процедур глобальной торговли. В статье показано влияние применения Рамочных стандартов безопасности на такие макроэкономические показатели как экономический рост, собираемость таможенных платежей, возможность привлечения прямых иностранных инвестиций. В структуре правовых инструментов ВТамО Рамочные стандарты безопасности и упрощения процедур глобальной торговли занимают лидирующее положение. Их используют на территории 95% членов ВТамО. Однако эффективность применения Рамочных стандартов безопасности и упрощения процедур глобальной торговли значительно снижена из-за невостребованности такого инструмента ВТамО как Йоханнесбургская конвенция. |
