ABSTRAKPemerintah dalam menetapkan biaya pencatatan nikah dan rujuk tidak memungut biaya apapun atau gratis namun jika pelaksanaan akad nikah di luar kantor KUA maka dikenai tarif sebesar Rp 600.000,-. Selain itu aturan tersebut juga mengatur bagi masyarakat yang kurang mampu/korban bencana apabila ingin menikah di luar KUA tidak dikenakan tarif dengan catatan surat keterangan dari Desa. Tujuan penelian ini untuk mengetahui sejauhmana efektivitas Peraturan Pemerintah Nomor 19 Tahun 2015 tentang Penerimaan Negara Bukan Pajak serta faktor pendukung dan penghambat dalam meminimalisir gratifikasi. Penelitian ini adalah sosial yuridis atau social legal dengan pendekatan kualitatif. Hasil penelitian menjelaskan efektivitas Peraturan Pemerintah Nomor 19 Tahun 2015, biaya pernikahan di Kota dan Kabupaten Pekalongan telah terjadi deviasi antara peraturan dan implemetasinya. Deviasi tersebut adalah perbedaan tarif biaya nikah yang sesuai aturan dengan biaya yang dikeluarkan oleh setiap calon pengantin. Faktor penghambat penerapan biaya pernikahan di Kabupaten Pekalongan yaitu pengaruh sosial budaya, sarana dan prasarana dan kurang optimalnya sosialisasi.ABSTRACTThe government, in determining the registration fee for marriage and referral, does not charge any fees or is free. However, if the marriage contract is carried out outside the KUA office, a tariff of IDR 600,000 is charged. In addition, this regulation also regulates that people who are less fortunate / disaster victims if they want to marry outside the KUA are not subject to a tariff with a note from the village certificate The purpose of this study is to determine the effectiveness of Government Regulation Number 19 of 2015 concerning Non-Tax State Revenues and the supporting and inhibiting factors in minimizing gratuities. This research is a social juridical or legal social with a qualitative approach. The results of the study explain the effectiveness of Government Regulation Number 19 of 2015, the cost of weddings in the City and District of Pekalongan has deviated between the regulations and their implementation. The deviation is the difference in the rate of marriage fees according to the rules and the costs incurred by each prospective bride. Inhibiting factors for the application of wedding costs in Pekalongan Regency are the influence of socio-culture, facilities and infrastructure and less than optimal socialization.
