Description In the city of Medellín, tools and devices are used, within the framework of the so-called Social Management, to carry out important public works for the so-called urban development, which may well configure a "Social management of dispossession", within the framework of a "Institutional planning of misery and uprooting", generating victims that are no longer of the armed conflict, but of the Urban Development. It is necessary to problematize this kind of urban development model, its management and implementation.
