Description Abstrak   Usaha Mikro Kecil dan Menengah (UMKM) memiliki peran yang strategis dalam pembangunan perekonomian nasional, ketika terjadi krisis ekonomi pada tahun 1998 banyak perusahaan berskala besar mengalami stagnasi hingga berhenti aktivitasnya namun untuk Usaha Mikro Kecil dan menengah (UMKM) mampu bertahan karena mayoritas Usaha Mikro Kecil dan Menengah (UMKM) tidak mengandalkan pendanaan dari luar negeri sehingga tidak terpengaruh oleh nilai tukar rupiah. Mereka lebih banyak mengandalkan pendanaan dari investasi pribadi, meskipun Usaha Mikro Kecil dan Menengah (UMKM) ini merupakan salah satu faktor utama penyangga perekonomian namun masih memiliki beberapa permasalahan yang cukup mendasar. Salah satu permasalahan dari pelaku UMKM adalah keterbatasan modal. PT. Permodalan Nasional Madani (Persero) ULaMM Kediri Gringging merupakan salah satu lembaga pembiayaan yang menyalurkan modal kerja kepada UMKM. Ditengah persaingan yang ketat dengan lembaga pembiayaan lain, PT. Permodalan Nasional Madani (Persero) ULaMM Kediri Gringging mampu berdiri hingga saat ini, disini peneliti ingin mengetahui faktor – faktor apa sajakah yang mempengaruhi debitur dalam mengambil kepusan kredit di PT. Permodalan Nasional Madani (Persero) ULaMM Kediri Gringging. Jenis penelitian ini adalah penelitian kuantitatif dengan analisis deskriptif. Populasi dalam penelitian ini adalah seluruh Usaha Mikro Kecil dan Menengah yang melakukan pinjaman pada PT. Permodalan Nasional Madani (Persero) ULaMM Kediri Gringging. Dari total populasi, untuk kepentingan analisa diambil beberapa debitur yang memenuhi syarat, adapun syarat tersebut adalah debitur yang melakukan pinjaman untuk kepentingan modal kerja. Teknik pengukuran data menggunakan skala likert dengan metode pengumpulan data melalui kuesioner dan metode analisis data menggunakan SPSS. Dari hasil pengolahan data akan dijelaskan melalui Analisis statistik deskriptif dan Analisis Statistik Inferensial. Hasil Analisis dari penelian ini adalah Kualitas Pelayanan berpengaruh signifikan terhadap keputusan kredit, Prosedur kredit berpengaruh signifikan terhadap keputusan kredit. Dari kedua variabel tersebut Prosedur kredit memiliki pengaruh yang lebih besar daripada kualitas kredit hal ini dibuktikan dengan N hitung dari variable kaulitas pelayanan adalah 0,0492 dan N hitung dari prosedur Kredit adalah 0,0708 dimana N hitung dari kedua variabel tersebut masih berada di bawah dari N tabel 0,0944. Kata Kunci : Kualitas Pelayanan, Prosedur Kredit dan Keputusan Kredit Abstract   Micro, Small and Medium Enterprises (MSMEs) have a strategic role in the development of the national economy, when the economic crisis occurred in 1998 many large-scale companies stagnated to stop their activities, but for Micro, Small and Medium Enterprises (MSMEs) they were able to survive because the majority of Micro-Small Enterprises and Intermediate (UMKM) do not rely on funding from abroad so it is not affected by the rupiah exchange rate. They rely more on funding from private investment, although this Micro, Small and Medium Enterprises (MSMEs) is one of the main factors supporting the economy but still has some pretty basic problems. One of the problems of the SMEs is the limited capital. PT. Permodalan Nasional Madani (Persero) ULaMM Kediri Gringging is one of the financial institutions that channel working capital to MSMEs. In the midst of intense competition with other financial institutions, PT. Permodalan Nasional Madani (Persero) ULaMM Kediri Gringging has been able to stand up to the present, here researchers want to find out what are the factors that influence debtors in taking credit decisions at PT. Permodalan Nasional Madani (Persero) ULaMM Kediri Gringging. This type of research is quantitative research with descriptive analysis. The population in this study are all Micro, Small and Medium Enterprises that make loans to PT. Permodalan Nasional Madani (Persero) ULaMM Kediri Gringging. From the total population, for the purposes of the analysis, several debtors who fulfill the requirements are taken, while the requirements are debtors who make loans for working capital. Data measurement techniques using a Likert scale with data collection methods through questionnaires and data analysis methods using SPSS. From the results of data processing will be explained through descriptive statistical analysis and inferential statistical analysis. The results of the analysis of this study are that Service Quality has a significant effect on credit decisions, credit procedures have a significant effect on credit decisions. Of the two variables, the credit procedure has a greater influence than the credit quality. This is evidenced by the N count of the service quality variable is 0.0492 and the N count from the Credit procedure is 0.0708, where the N count of the two variables is still below N table 0.0944.   Keywords: Service Quality, Credit Procedures and Credit Decisions
